Ghana is an emerging success story in Africa and in a couple of years will become the first African country to achieve the first Millennium Development Goal of halving its national poverty rate. The government of Ghana has therefore extended its development vision and recently declared the goal of reaching middle-income-country (MIC) status by 2015. To analyze possible pathways and implications of achieving MIC status, this paper examines other countries’ experiences on their way to becoming MICs and emphasizes the important role of growth acceleration, export diversification, and economic structural change in the transformation process. The objective of the paper is to identify farmer and farm characteristics that determine the food expenditure in rural households in the Northern Region of Ghana. The results indicate income, implicit wealth, age, family structure, cultivation staple or cash crop, and buying dry goods in bulks are the major determinants. This paper reviews the literature on the subject of the role of improved agricultural technology in alleviating poverty in developing countries. Focusing primarily on improved cultivars produced by the international agricultural research system, it shows how new technology combines with other socioeconomic and institutional factors to determine poverty alleviation outcomes. Technology’s role in alleviating poverty is both indirect and partial; technology alone cannot overcome poverty, nor can continued poverty be blamed on improved technology. The review is organized into three parts in addition to the introduction and conclusion. Part I introduces poverty (Chapter 2) and the achievements of agricultural research (Chapter 3). Agricultural productivity growth is widely seen as an essential instrument of poverty reduction, food security and broader economic growth. Paradoxically, however, the agricultural sector is often neglected by African governments in what is often termed ‘urban bias’. This paper explores what appears to be a very contemporary form of urban bias: that despite open acknowledgement of the importance of agriculture, public expenditure allocations to the agricultural sector remain very low in Africa.
